What's wrong with a small Colorado Blue Spruce that's losing needles from the bottom up and mottled with yellow needles here and there? I live in Minnesota.

Colorado Blue Spruce is not native nor adaptable to Minnesota. It will attract and suffer from a cornucopia of fungal invasions and diseases over the years from which there is no escape. Despite best efforts to spray, fertilize, alter the soil, water, mulch, beg and finally pray, Colorado Blue Spruce will ultimately curl up and die.

Which ailment will it be? This is the best question to ask concerning the prognosis for longevity of this tree species in your yard. And, this is why Colorado Blue Spruce consistently occupies premier spots on Minnesota Master Gardener 'Do Not Plant' lists.
