A “national” network: (1) allows the National Plant Diagnostic Network (NPDN) to achieve economies of scale by sharing resources, (2) provides surge capacity (overflow samples can be processed by other NPDN labs), and (3), through collection and analysis of national data, helps determine if a pest outbreak is naturally occurring or a deliberate act of agroterrorism.
