Does the infiltration rate of soils affect irrigation?

Yes, the infiltration rate is the relative rate that water penetrates and moves into soil. Thus, a faster infiltration rate would allow less runoff than soils with slower infiltration rates.
Obviously, irrigation rate should not exceed infiltration rate; or stated differently, irrigation should not produce runoff. Infiltration rates are affected by soil texture, moisture level, slope, residue, etc.
