The landlord is responsible for having the residence repaired and returned to livable condition. If repairs are not made within a reasonable time, the tenant may or may not have the right to reduced rent, or perhaps to terminate the lease and move. However, in many areas, not paying rent will terminate the lease, and it may be difficult to get the deposit back. Consult legal counsel or local housing authorities before taking any action.
Remember to put your requests in writing. If you have a camera, photograph the damage and areas needing repair and include the photos with the letter. Keep copies of the photos and letter. Talk with the landlord or manager about the damage, and ask if they had flood insurance on the property.
