I have garden phlox that gets yellow and mottled leaves every year. It affects it enough to reduce the blooms. Could this be lack of water or perhaps a disease or deficiency? I live in Minnesota.

Your phlox could be showing signs of powdery mildew, aster yellows, or spider mites. It is impossible to tell from your description. You should contact your local Extension office and inquire about their plant diagnositic services.
