My neighbor and I have mature green ash trees next to each other. My tree is in good health, but the neighbor's tree has been declining; fewer, smaller, curled leaves, which drop in midsummer. I have heard of ash yellows, could that be what is attacking my neighbor's tree? Is there a way to diagnose the tree, and what can I do to protect my tree?

You may be right in that your neighbor's tree is suffering from ash yellows. That problem wouldn't be passed on to your tree's branches by touch, however. Just keep your tree well watered until the ground freezes, and fertilize next year if needed. It is possible that your neighbor's tree wasn't cared for as well as your tree over the years, and it may have suffered from lack of water and damage to the roots or bark. If you want further diagnosis, call your city forester, local Extension service, or hire a certified arborist to check the trees. Following are links to additional information:
