How do I control suckers in my aspens/silver poplars?

The nature of Populus sp. is to sucker when healthy. Unfortunately, there’s nothing you can apply to the suckers to kill them that won’t affect the health of the parent plant. Prune or mow out suckers, perhaps choosing one or two to replace an aging parent tree.
