Why are some people in Colorado not allowed to grow cottonwoods in their subdivisions or city parks?

Even though cottonwoods grow quickly and generate shade, a number of Colorado municipalities and associations do not allow new ones to be planted because they are weak wooded and, therefore, break often. They can also be quite messy and do not live as long as other trees.
