State-specific information is available for many states on the eXtension Animal Manure Management Web site. Click on State-Specific Manure Nutrient Management Information. You should also be able to contact your land-grant university's Cooperative Extension office (often listed with county government offices) or your local USDA Natural Resources Conservation Service office for information on state-specific plans and regulations.
