It is more likely that plants won’t grow under the pine because of lack of light and competition for water with the tree. The acidity of soil depends not only on the nature of vegetation growing on it, but also on the type of rock beneath it (parent rock). Some soils under oaks and pines are neutral or alkaline, needing no lime. The best way to know soil pH is to have a soil test done at your local Extension Service office.
