A single pane of tempered glass will perform much better than a dual-pane annealed glass window during a wildfire. In a dual-pane window, the outer pane protects the inner pane by reducing the temperature difference between the exposed glass and the glass protected by the frame. As an example of the effectiveness of tempered glass, use of multi-layered glazing (i.e., two or more panes of glass) consisting of at least one layer of tempered glass is one method of meeting current California code requirements for new buildings in wildfire-prone areas.
