Can credit repair companies really fix up a person's bad credit history?

In a word, no. There is no fast track way to clear up a poor credit history. If there is negative information in your credit report that is accurate, there is little that you (or anyone else) can do except wait for the information to drop off, usually after seven years (up to 10 years for bankruptcy). The only true credit repair strategy is time. The further out someone is from the time that negative events (for example, late payments, and collections) occurred, the less damaging they will be.
