Crape myrtle trees are not hardy north of USDA Zone 7, and Ohio is in Zone 6. Given good root protection with a layer of some kind of mulch about 4 to 6 inches deep, many of the crape myrtles would probably be root hardy, freezing to the ground each year and returning from their roots. Because they bloom on new growth, there should be blossoms each year but on a shrub instead of a tree.
