Does a commercial business need a license in order to spread fire ant bait and insecticides on public rights-of-way?

If you are getting paid for your service in urban areas, you will need a license from the appropriate regulatory agency in your state. For example, in Texas and Louisiana, the state Department of Agriculture provides commercial and noncommercial licenses in agricultural and rural areas. On public school grounds, permission and supervision must be obtained from the designated IPM coordinator for that school. For rights-of-way, permission to treat must be obtained from the agency managing the property (e.g., Texas Department of Transportation). Pest control operators must be licensed by the Structural Pest Control Board.
