Does a commercial business need a license in order to spread fire ant bait and insecticides on public rights-of-way?

If you are getting paid to apply any pesticide, you will need a license from the appropriate regulatory agency in your state. For example, in Texas and Louisiana, the state Department of Agriculture provides commercial and noncommercial licenses in agricultural and rural areas. To apply bait on public school grounds in some states, permission and supervision must be obtained from the designated IPM coordinator. For rights-of-way, permission to treat must be obtained from the agency managing the property (e.g., Texas Department of Transportation). Pest control operators must be licensed by the appropriate state regulatory agency in the state.
