Will dragging pastures control fire ants?

No. Dragging pastures right before a hard freeze may temporarily cause some reduction in fire ant numbers, but overall will not control fire ants. Although fire ant mounds are knocked down by dragging, the ant colony itself will not be killed. It may relocate and build another mound. However, it is a very good way of breaking up piles of dung allowing them to degrade more quickly. Dragging also knocks down abandoned fire ant mounds, making them less likely to damage equipment such as mowers.
