* finding local champions who will support entrepreneurship.
* providing educational and networking opportunities.
* assisting businesses in accessing resources that help them grow.
* getting rid of the "wrong doors" in the community; in other words, streamlining the licensing, permitting, and other regulatory steps that a business must go through to begin operations in a community.
* understanding local business issues and concerns and making sure that local policymakers and technical-assistance providers develop a platform from which to address these issues.
