In setting up the rear legs for showmanship, which leg is the plant leg and does not move?

There are no hard and fast rules for this in competition. However, most horses work the best if the right rear leg is "planted" and does not move. Then the near leg (left rear) is the one that moves back and forth to "square" the horse. Pulling down slightly to set up the back legs and lifting up to set up the front legs will help the horse differentiate which legs you are trying to set. Consistency is the key to success.
