What is the best feed for a 40-year-old horse that has just a few teeth?

You could consider feeding a complete horse feed that includes both roughage and concentrate. This feed will give the horse some fiber to maintain gut health. If the horse has only a few teeth, long-stem forage is not going to work and what you described is typical. If you were to use some beet pulp shreds, that would also add fiber to the horse's diet, but you may want to feed it wet so it is easier for the horse to eat. The bottom line is if the horse is maintaining his weight and is healthy, why would you want to change the current feeding program? At age 40, if it is working, you may not want to change things and have him go off feed.
