The questions you ask may have many answers. People will disagree on training procedures, and answers will vary depending on the environment and situation in which you may find yourself. I would suggest you find one of the many videos or books available on safety and also training psychology. It will make a difference in what you may do depending on the age and training of the horse and the abilities of the handler. However, if you are having problems, the first thing you need to do is to get the horse in a confined area to begin the schooling (reschooling) program. You need to make certain that you have the horse in an area where it cannot get away and hurt you, itself, other people or animals. Preferably this also would be an area where there are few distractions. Understanding how to use body positioning to help control the horse will be of tremendous benefit to you. This is where you need to do some research on behavior and psychology or find someone to help you that does understand. I think both would be preferable. Good help in a re-training program with the horse in a controlled situation is the best solution.
