Why do horses have to have a rabies and a tetanus shot every year?

Rabies vaccinations for dogs have been improved where they last for a longer time frame than the ones for horses. It is a recommendation by the American Association of Equine Practitioners (AAEP) that horses be vaccinated for tetanus and rabies every year.
