Horses are herd animals and can establish every close bonds. It sounds as if you need to wean them from each other. It is doubtful that either one of them will hurt themselves when separated. They may run the fence line and act distressed, but after a little while, they will calm down and go back to grazing, provided they are separated long enough. If one is hard to ride when separated, you might try separating them for different periods during the day. That way they will get used to being separated. Bring them both up and put them in different stalls, or leave one out and put one in a stall just to get them separated. If you have other fields with horses in them, you might try moving one to another field so they will learn to be separated.
