Does giving my new foal 1 cc of tetanus toxoid and 2 cc of penicillin within its first 12 hours prevent it from getting joint ill?

No. The foal cannot respond to tetanus toxoid that early. A single injection of 2 cc of penicillin is normally not enough to prevent an infection either. Antibiotics have to be administered over several days to be effective. The most effective method of preventing joint ill is to foal out the mare in a clean environment, treat the navel with iodine, and make sure the foal gets adequate, good-quality colostrum.
