Will dragging pastures control fire ants?

No.  Dragging pastures right before a hard freeze may temporarily cause some reduction in fire ant numbers, but overall it will not control fire ants. Although fire ant mounds are knocked down by dragging, the ant colony itself will not be killed.

Dragging may result in the colony relocating and building another mound. Dragging also knocks down abandoned fire ant mounds, making them less likely to damage equipment such as mowers.
