First, crows are a protected species under the North America Migratory Bird Act. Any type of lethal control requires appropriate permits available from state and federal agencies. More specifically, there are no toxicants are registered for crow control. Special Local Needs 24(c) registrations have been sought for DRC-1339 (3-chloro p-toluidine hydrochloride) by USDA-APHIS-Wildlife Services for limited, small-scale use.
