Can I broadcast grass seed without tilling the soil?

Soil preparation is extremely important for successful establishment of turf from seed. Good soil contact and sunlight are necessary for seeds to germinate. Broadcast seeding into an established canopy of weeds or turf will not give good results. Chemical removal of existing vegetation, broadcast seeding, and raking can result in some establishment, but is not a substitute for proper tilling and grading of the soil.
