Hire a certified, licensed and insured arborist. Anytime a branch is larger than 2 inches in diameter or higher than 10 feet above the ground, the safest removal is by a professional. He will remove it by making three cuts. The first will be an undercut, made about one-third through the diameter of the branch, about fifteen inches from the trunk. The second will be made a few inches to the outside of the first cut and begin at the top of the branch. The branch will fall from the tree. The final cut is made just to the outside of the branch bark collar, slightly angled from the trunk, closer at the top and farther away at the bottom, so the cut surface is circular in shape.
