Why do my roses grow vigorously but don't bloom?

Likely, you have bull canes arising from the rootstock. This is common in cases where the scion cultivar (graft) is not hardy and has died back. Bull canes are unproductive though very vigorous. Either graft over to a hardy scion cultivar or remove the plant and replant.
