My small citrus fruit has scarring and rough surfaces. What is causing this problem?

In early spring, many citrus producers bring in small fruit with scarring on the citrus. It is usually caused by blackbirds that will sit on the tree and scratch and peck on the fruit. The blackbirds have developed a taste for the citrus rind. The pecking and scratching will sometimes cause the fruit to fall from the tree. If the scratching is not too severe or too deep, the fruit will sometimes develop normally. The only control for this problem is to place a net over the trees to keep the birds out. Wind may also cause abrasions on the fruit surface where it rubs against branches or other objects. There is no remedy for wind damage.
