Regulations for selling meat at farmers' markets are determined by the state in which the farmers' market operates. Most states do require some type of license, but the specific requirements may vary. The best way to determine if you can sell meat at your local farmers' market is to contact your state's department of agriculture or your local Cooperative Extension office. You can also contact the farmers' market manager to find out any requirements of specific markets. An additional source of information can be your local/county health department.
