Are there any plants that prairie dogs don't eat that can be used to replace the plants they do eat, thereby reducing the attractiveness of the area for their habitation?

Your question is a good one because it seeks a cultural practice to reduce prairie dog populations through habitat modification.
Black-tailed prairie dogs avoid (usually) sage brush, three-awn, prairiedog weed, and horseweed. Beyond that, we are not aware of more specific research. We would suggest searching our Digital Commons database digitalcommons.unl.edu/icwdm/. It presently houses over 1,800 articles (and continues to grow) that can be searched.
