Is it legal to give bucking bulls steroids?

The steroid drugs in question are prescription only products. Federal law restricts these drugs to be administered by or in the order of a licensed veterinarian. The competitive advantage use is in violation of federal law under the U.S. Food and Drug Administration. Use for reasons other than for diagnosed medical conditions is a violation of the FDA extra-label drug use policy. Dispensing these drugs by veterinarians and veterinary drug distributors for this use is also illegal. Using these drugs by a producer is illegal as well.
