There are a couple of possibilities. One is location; Philadelphus coronarius (mock orange) needs to be in full sun to bloom its best. Mock orange blooms in the late spring from flower buds it forms at the end of the growing season. Any pruning should be done as soon after flowering as possible to encourage as many blooms as possible. A Thanksgiving pruning to the ground removed all of the flower buds.
