My wife likes to use nandina berries for decorations at Christmas, and while my plants produce good flowers, when it comes time for the berries to form very few form on each cluster. What do you think?

Incomplete pollination is probably the reason for the lack of berries on your nandinas. Nandinas may require insects as pollinators, or perhaps wind to spread the pollen. You could try shaking the shrubs daily while they are in blossom (much like you would a tomato) and see if that improves your berry set.
