We were told that mushroom compost is ideal for a flower garden and would make it much more lush. Is this true, and would this be better than peat moss and manure mixed in with the earth?

Mushroom compost is not going to give you a better product than the peat/manure mix. It is a fine product for use as a soil amendment or as a mulch around your plants. Some caution must be observed due to the potential for high salt content of mushroom compost.
