The cabbage plants in my garden have extremely large outer leaves, although they are just now forming heads. Can I cut the lower leaves off to make stuffed cabbage rolls without damaging the continuing growth?

The removal of any leaves, which are the photosynthetic factories of the plant and needed for growth, can cause a growth reduction. However, be advised that the older, outer leaves will be very tough and would make "chewy" cabbage rolls.
