I got a truckload of mulch from a local tree trimmer: cedar, oak, hackberry. Can I use that mulch for the walkways around my raised vegetable beds? Will it tie up nutrients for the garden?

The tree trimmings that you have will make excellent mulch. It will decompose much faster than you think. As long as you do not incorporate it into the soil and merely use it as mulch in walkways, there will be an insignificant tie up of the soil's nitrogen supply.
