When is the best time to separate yucca plants and replant them?

Wait until spring to do this. The plants might not get roots established prior to a hard freeze if you transplant them in the fall. The small offsets (pups) that have developed can be dug in the spring and transplanted. The mother plant would be difficult to transplant because of its large roots.
