The small black "peppercorns" along the stem on tiger lilies (Lilium lancifolium) are aerial bulblets. This plant is an ancient sterile hybrid, but it makes vegetative seedlike bulbs along the stem. They fall to the ground, sprout roots and shoots, and grow into genetic clones of the same plant.
