I transplanted my peony while it was in leaf. The plant continues to look wilted, but green. I water it often, will it recover? Should I cut the stems off?

Your plant is wilting because it has not yet established a root system.  It is especially important to water late summer/early fall plantings as they are not as well established as spring plantings. Keep watering it often and well all the way until the ground freezes DO NOT cut off the foliage. They are necessary for the health of your plant. Let them die back normally this fall. It also will be very important to mulch that plant this year after the ground freezes to prevent the plant from heaving out of the ground during the freezing/thawing cycles.
