My peas have a white, "powdery" coating that eventually causes the vine to turn brown and die. Is this powdery mildew?

You have it identified. The mildew fungus has found a home on your pea vines and probably is thriving in hot, moist conditions. Little can be done to help this year's crop, but you can do some things that will help decrease mildew next year. Clean up and dispose of the infected material away from the garden. Next year, rotate this crop to another area, using seed treated with fungicide and spaced so they get plenty of air circulation.
