Are Little Giant cedars suitable for Minnesota? I seem to have read somewhere that they are Zone 6 or 7.

The true cedars (Cedrus) are not hardy to Minnesota, but there may be an arborvitae (Thuja occidentalis, Little Giant) that is hardy to Zone 3.  For more options, you may want to read The Minnesota Extension Service publication:  Choosing Landscape Evergreens.
