I'm helping a high school plant two 35-foot-by-6 foot-by-3-foot-high brick planters in front of the school. They are already filled with soil, but a landscaper thought we should insulate the inside edges with foam insulation board. Is this necessary? Would it help perennials overwinter?

The insulation might help prevent perennials from freezing out during the winter, but it won't guarantee that they'll survive. Perennials would have a better chance of surviving if planted in the ground. You might want to experiment by insulating one and not the other. It might be an interesting experiment for science classes to keep statistics on the survival rate of each planter over a period of years.
