Is diversity just is another version of Equal Employment Opportunity/Affirmative Action?

No, it is very different from EEO/AA, although a strong EEO/AA program can be a supportive element of a diversity initiative or organizational change process. Being an Equal Employment Opportunity/Affirmative Action employer indicates that an organization receives federal dollars and in doing so, is obligated through civil rights compliance requirements to keep records and report on their efforts to fill employment vacancies with individuals who come from protected classes based on race, gender, ethnicity, disabilities and other differences.
