The Fair Credit Reporting Act is legislation that allows a consumer to issue a statement to be placed on file with his/her credit record explaining a withheld payment due to a consumer complaint or unresolved issue with a company. The act also allows a consumer to withhold payment to a credit card company if a charge is in dispute while the billing error is investigated.
