Should I include buffers in the diet of cows producing 65 lb milk/day, 3.8% fat, receiving corn silage, soybean meal, cottonseed, citrus pulp, and ground corn grain on a total mixed ration?

Yes. We would recommend sodium bicarb at 0.75% of the total mixed ration (TMR) dry matter even though milk yield is not especially high because corn silage is the only source of forage in the diet. Mike Hutjens, Extension Dairy Specialist, University of Illinois - Illini DairyNET
