The first consideration is where you are located in relation to the USDA APHIS boll weevil eradication program. If you are located in an a boll weevil eradication zone, you should not plant cotton for ornamental purposes. Due to the nature of an eradication program, it is important to ensure that no boll weevils are allowed to reproduce and survive the winter. For these reasons, general plantings of cotton in home or commercial gardens is discouraged. Cotton can be planted for ornamental purposes outside of the eradication zones without registering with the USDA Farm Services Office.
