The answer to this question is generally guided by state or even local regulation. Some states will allow production of small amounts of home-produced goods, while others, such as Oklahoma, require any product intended for sale to be produced in a commercial kitchen. For guidance, contact your chamber of commerce, local health department, or the state agency responsible for regulating food.
