As for what would be needed for correction, that will depend on what is found on a detailed physical, radiographic and endoscopic exam. Some of these foals will correct on their own if not severe (not likely with what you describe), some can be helped to a more normal appearance and some are not correctable. As for cost, you are likely looking at several thousand dollars if surgical correction is needed. The best thing would be to make an appointment for the foal at a referral/teaching hospital that has board certified surgeons on staff.
