What can be done to secure farms/ranches against terrorism?

Individual agriculturalists can do such things as inspect equipment, secure fertilizers and chemicals, secure water pump wellheads and storage tanks, install locks, remove keys from equipment, install perimeter fencing, improve lighting around buildings and create plans for biosecurity that include quarentining new livestock and disinfecting stalls.

The USDA has created a brochure on safety guidelines titled Pre-Harvest Security Guidelines and Checklist. A farm agrosecurity checklist is also available on eXtension.
