When is a livestock or poultry producer required to have a Comprehensive Nutrient Management Plan (CNMP)?

According to national NRCS policy, a livestock or poultry producer must have a Comprehensive Nutrient Management Plan (CNMP) to be eligible to receive certain kinds of EQIP funding. In some states, the CNMP may also be used to fulfill the EPA National Pollutant Discharge Elimination System (NPDES) permit requirement for an NPDES Nutrient Management Plan (NMP). Other states may accept the CNMP with specific state modifications, while others have their own separate version of a NMP to meet regulatory requirements.
